Jesse Gumm c0c4e3e386 Ensure that UTC timezone is Etc/UTC. 
With Antarctica/Troll in UTC which uses DST, it was taking UTC and
trying to apply DST, which doesn't make sense, since a user specifying
UTC will not want to use DST.
